In charge of preparing the three-year plan which determines the priorities of policy making, planning, and budgeting for the Palestinian Authority. The plan generated an international commitment to fund the Palestinian Authority with $7.7 Billions for the years 2008-2010.

1. Administrative Experience:
Led many organizations as the top executive including: the Palestinian Central Elections Commission, The Palestinian Independent Commission for Citizens Rights, the Faculty of Law and Public Administration at Birzeit University, and the Palestinian Reform and Development Plan. Developed and taught public administration courses to Masters and BA students at Birzeit University for the past twenty four years. In addition, associated with different centers and bodies in Palestine since the beginning of the 1990’s to teach and train public administration, institutional development, and human resource development as well as other related topics to public employees and the NGO community. Also, has been part of different evaluation teams formed by the Welfare Association, UNESCO, EU, UNDP and the British Council. This involved the evaluation of different programs in Palestinian institutions such as the Palestinian Legislative Council, different Ministries, and NGOs. Administrative positions held:

2. Teaching Eexperience:
Professor of political science and public administration at Birzeit University for the past twenty four years, with two sabbatical years spent in the United States, one as a visiting professor and another as a Fulbright scholar. Various courses and seminars taught, at both the graduate and undergraduate levels, included topics related to public administration, Islam and society, democracy, civil society and human rights, development in the Arab world, and globalization. Supervised many Masters Theses dealing with Public Administration, Development, and various aspects of the Palestinian Political System.
3. Elections:
Published in the topic of elections. Developed expertise during a 2 year experience in the CEC. Member of the UN Monitory team of Elections (monitered elections in Jordan and Yemen). As a UN international elections expert participated in missions in Mexico and Saudi Arabia.
4. Democracy, Civil Society, and Human Rights:
A personal long-standing interest in subjects related to democracy, civil society, and human rights. Published on various aspects of these subjects, and have been involved in the activities of a variety of Palestinian NGOs, human rights organizations, and research centers as a member, researcher and trainer. Related work experience includes:
· Masters Program on Democracy and Human Rights 1999-2005 Birzeit University
Member of the initiating team that developed the curriculum of the program and a member of the faculty.
· UNRWA 2000-2001
Director of the project Teaching Human Rights, Tolerance, and Conflict Resolution in UNRWA schools. The position was designed to initiate UNRWA newly envisaged project, and lead a team of experts from inside UNRWA and outside to analyze relevant textbooks and produce enrichment material to promote the values of democracy, human rights, tolerance, and conflict resolution. UNRWA teachers were trained to use this material in their classrooms. A pilot of schools (16 in West Bank and 15 in Gaza) participated in this project during that year. The initiation period was successfully completed and the project outcome is now being used by the UNRWA education department.
· PICCR: 1997-2000
Director of the PICCR: tasks included restructuring the institution, developing it’s programs and securing it’s financial resources. Editor of its annual report. During that period PICCR was instrumental in establishing the Council of Human Rights NGOs, which included 15 organizations in the West Bank.

5. Curriculum Development:
Worked in the Palestinian Curriculum Development Center (the PCDC - established by UNESCO and the Palestinian Ministry of Education) from 1995-1996. Member of the team that drew up the Comprehensive Plan for the Development of the First Palestinian Curriculum for General Education, contributing to both the general plan and to the technical reports (reviewing existing curricula in the social sciences, and producing the proposed future plan). In the context of this work, participated in organizing various workshops for students, teachers and community leaders, as well as regular meetings with the Ministry of Education, related to the development of the Palestinian curriculum.
